NHTSA Campaign: 19V389000
Component: EXTERIOR LIGHTING:HEADLIGHTS
Volkswagen Group of America, Inc. (Volkswagen) is recalling certain 2012-2020 Volkswagen Passat and 2018-2019 Atlas vehicles. The blocking cap disabling the adjustment of the headlight's horizontal aim may not have been installed. As such, these vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) number 108, "Lamps, Reflective Devices, and Associated Equipment."
Risk: Without the blocking cap, the headlight aim can be adjusted out of specification, reducing visibility and increasing the risk of a crash.
Fix: Volkswagen will notify owners, and dealers will inspect and, as necessary, block the headlight horizontal adjustment, free of charge. The recall began July 16, 2019. Owners may contact Volkswagen customer service at 1-800-253-2834. Volkswagen's number for this recall is 94L9.
Owner-Reported Issues (12 of 12)
Service Brakes →2 issues
Your brake pedal is slow to respond when you press it, and it doesn't return to its normal position quickly when you release it. This delayed braking response could be dangerous if you need to stop suddenly. The issue has been confirmed but hasn't been inspected yet.

Your brake pedal is positioned too far forward compared to your gas pedal, making normal heel-toe driving impossible. When you try to brake, your foot gets trapped behind the pedal instead of being able to depress it, forcing you to push against the firewall. This safety issue prevents you from braking normally while driving. The fix will likely involve adjusting or replacing the brake pedal assembly to restore proper positioning.

Electrical System →2 issues
Your car's factory remote start feature doesn't work when the vehicle is off—the engine will turn over but then immediately shut down. The dealership didn't inform you about this known issue when you bought the car in June 2019, and VW has been aware of the problem since late 2018 without releasing a fix. Resolving this will likely require a software update or electrical system repair at the dealership.

Your speedometer reads about 2 mph slower than your actual speed when traveling at 70 mph, as confirmed by radar and GPS measurements. You've also experienced problems with the air conditioning, and the vehicle's fuel economy consistently underperforms the estimates shown on the window sticker across city, highway, and average driving. The speedometer calibration may need adjustment, the AC system may require repair or refrigerant service, and the fuel economy data may need to be reviewed by the dealer.

Electrical System,service Brakes,forward Collision Avoidance →1 issue
Your car's collision avoidance system has been activating on its own while you're driving at various speeds, causing the vehicle to brake suddenly even when there are no vehicles or objects in front of you. Additionally, your car sometimes won't start when you press the start/stop button, and you occasionally see a "no key detected" message on the display. The dealer was unable to identify the cause of either problem.

Seats →1 issue
Your heated seat became dangerously hot while driving, causing a burning sensation on your thigh and eventually melting a hole in the leather seat. You smelled burning and had to turn off all heating to prevent a potential fire risk. The heated seat element appears to be malfunctioning and overheating, which could be a fire hazard while driving at highway speeds.

Your car experienced shaking while driving and then lost power. A mechanic diagnosed a faulty fuel injector as the cause and replaced it. This happened at around 40,000 miles. The repair involves removing and replacing the fuel injector with a new one.

Engine,fuel/propulsion System →1 issue
Your car is showing the EPC and Check Engine warning lights while idling at various speeds, and you're noticing the engine sounds abnormal and struggles to shift gears smoothly, especially at low speeds. The dealer replaced your fuel pump module and fuel injectors, but the problem came back. The manufacturer hasn't offered to help resolve the recurring issue, which started around 6,000 miles.

Steering,power Train →1 issue
Your car hesitates and responds unpredictably when accelerating, especially from a complete stop or while turning at slow speeds. When trying to accelerate in traffic, your car may sit unresponsive for several seconds, then barely move, and then suddenly accelerate without warning. Additionally, your car drifts across the road, and you've already needed four wheel alignments in just 6,400 miles. The transmission and steering system should be inspected to diagnose the hesitation and drifting issues.

Visibility/wiper →1 issue
Your windshield developed a crack starting from the passenger side and spreading toward the driver side, even though nothing hit it. The crack is thin and fine but continues to spread across the glass. The windshield will likely need to be replaced to restore visibility and maintain the structural integrity of your vehicle.

Electrical System,unknown Or Other,engine →1 issue
Your car was sold with a remote start feature that doesn't work, and the dealer knew about this problem before selling it to you. The remote start was advertised as a selling point, but the dealer has repeatedly delayed fixing it. Getting the remote start system repaired will likely involve diagnosing the electrical components and replacing any faulty parts in the remote start module.

Power Train →1 issue
Your transmission constantly shifts gears at slower speeds in an attempt to improve fuel economy, which makes your ride feel jerky and inconsistent. You'll hear loud noise during these shifts and may feel sudden jerking motions through the vehicle. The dealership acknowledges this is a known issue and is waiting for Volkswagen to release a software update to address it.
