VEHICLE SPEED CONTROL

FORD IS RECALLING MODEL YEARS 1995-2003 WINDSTAR, 2000-2003 EXCURSION DIESEL, 1993-1997 AND 1999-2003 F-250 SD THROUGH F-550 SD DIESEL, 1992-2003 E-150 THROUGH E-550, 1995-2002 EXPLORER, 1997 AND 2002 MERCURY MOUNTAINEER, 1995-1997 AND 2001-2003 RANGER, AND 1994 F53 VEHICLES EQUIPPED WITH THE TEXAS INSTRUMENTS SPEED CONTROL DEACTIVATION SWITCH (SCDS). THE SCDS MAY LEAK INTERNALLY AND THEN OVERHEAT, SMOKE, OR BURN.

Fix: FORD WILL NOTIFY OWNERS THAT DEALERS WILL INSTALL A FUSED WIRING HARNESS IN LINE WITH THE SCDS. ON 1999-2003 WINDSTAR VEHICLES WITH A LEAKING SCDS, DEALERS WILL ALSO INSPECT THE ABS CONTROL MODULE CONNECTOR AND REPAIR AS NECESSARY. REPAIRS WILL BE COMPLETED FREE OF CHARGE. THE SAFETY RECALL BEGAN ON OCTOBER 27, 2009. OWNERS MAY CONTACT FORD AT 1-888-222-2751.

ON CERTAIN PICKUP TRUCKS, PASSENGER VEHICLES, SPORT UTILITY VEHICLES, AND MOTOR HOMES CHASSIS, THE SPEED CONTROL DEACTIVATION SWITCH MAY, UNDER CERTAIN CONDITIONS, LEAK INTERNALLY AND THEN OVERHEAT, SMOKE, OR BURN.

Fix: DEALERS WILL INSTALL A FUSED WIRING HARNESS. OWNERS OF THE PASSENGER CARS INCLUDED IN THIS CAMPAIGN WILL BE INSTRUCTED TO RETURN THEIR VEHICLES TO THEIR DEALERS TO HAVE THE SPEED CONTROL DEACTIVATION SWITCH DISCONNECTED AS AN INTERIM REPAIR. AS SOON AS REPAIR PARTS ARE AVAILABLE (EXPECTED OCTOBER 2007), OWNERS WILL BE INSTRUCTED TO RETURN TO THE DEALERS FOR INSTALLATION OF A FUSED WIRING HARNESS. ON CERTAIN SPORT UTILITY VEHICLES EQUIPPED WITH SPEED CONTROL AND 4.0L SOHC ENGINES, IF THE STRAND COVER ON THE SPEED CONTROL CABLE BECOMES FLARED AT THE END, THE SPEED CONTROL CABLE MAY BIND WHEN THE SPEED CONTROL IS ACTIVATED.

Fix: DEALERS WILL INSPECT THE SPEED CONTROL CABLE AND, IF NECESSARY, REPLACE IT. OWNER NOTIFICATION BEGAN AUGUST 29, 2003. OWNERS SHOULD CONTACT FORD AT 1-800-392-3673.

MY WIFE WAS DRIVING ON A RESIDENTIAL ROAD AROUND 30 MPH WHEN SHE ATTEMPTED TO BRAKE. SHE WAS UNABLE TO STOP THE VEHICLE BY BRAKING. SHE SAID THE TRUCK WAS BUCKING WILDLY AS THOUGH IT WAS ATTEMPTING TO MAINTAIN IT'S 30 MPH SPEED. SHE PUT IT IN NEUTRAL AND PULLED OVER YET THE TRUCK CONTINUED TO IDLE AS THOUGH IT WERE DRIVING 30 MILES PER HOUR. SHE TURNED THE VEHICLE OFF. I ARRIVED 15 MINUTES LATER AND WITHOUT TOUCHING THE GAS PEDAL TURNED THE VEHICLE ON AND IT IMMEDIATELY REV'D AS SHE DESCRIBED SO I SHUT IT OFF. I THEN PUMPED THE GAS PEDAL (WITH THE TRUCK IN THE OFF POSITION) ASSUMING IT MAY BE STUCK THEN RESTARTED THE VEHICLE. IT STARTED AND SUBSEQUENTLY DROVE NORMALLY. I TOOK IT TO MY MECHANIC AND HE DISCOVERED NOTHING. NOTHING IN THE COMPUTER HISTORY AND NOTHING WRONG WITH THE SPEED SYSTEM (PEDAL, CABLE, THROTTLE, THROTTLE BODY...) I DID SOME RESEARCH ON-LINE AND DISCOVERED AN NHTSA REPORT (NHTSA ACTION NUMBER : PE05037) OF A POSSIBLE BAD SPEED CONTROL CABLE FOR THIS VEHICLE WHERE THE TEFLON COVER COULD COMES OFF AND BIND AT THE GAS PEDAL HOLDING THE PEDAL OPEN AND UNABLE TO RETRACT. WE ATTEMPTED TO LOCATE THE REPLACEMENT CABLE ONLY TO FIND THAT FORD NO LONGER MAKES THE ORIGINAL OR THE REPLACEMENT WHICH WE FIND UTTERLY UNBELIEVABLE. NO MORE EXIST ANYWHERE IN THE US. I CAN FIND PARTS FOR MY 1992 FORD MUSTANG EASIER. NOT SURE WHY THEY STOPPED MAKING THE CABLE WHICH MAKES THIS MORE INTERESTING. MY NEXT STEP IS TO HAVE MY MECHANIC REMOVE THE CABLE TO SEE IF THERE IS A TEFLON BUILD UP NEAR THE GAS PEDAL. NOTE: WE HAVE NO CLEAR PROOF THAT THE CABLE IS THE ISSUE YET AT THIS POINT THE FACT THAT IT CLEARED WHEN I PUMPED THE GAS PEDAL WITH THE VEHICLE IN THE OFF POSITION LEAVES SUSPICION THAT THIS COULD BE THE SAME ISSUE NOTED IN THE NHTSA PE05037 REPORT. *TR

TL* THE CONTACT OWNS 2001 FORD EXPLORER SPORT TRAC. THE CONTACT STATED THAT WHILE DRIVING APPROXIMATELY 40 MPH, THE BRAKE PEDAL TRAVELED TO THE FLOORBOARD UPON ENGAGEMENT AND THE VEHICLE CONTINUED TO ACCELERATE. IN ADDITION, SMOKE EMITTED FROM THE AIR VENTS AND FROM UNDER HOOD. THE CONTACT IMMEDIATELY JUMPED FROM THE VEHICLE ONCE HE NOTICED FLAMES EXTENDING FROM UNDER THE HOOD. THE UNOCCUPIED VEHICLE THEN CRASHED INTO A WOODED AREA. THE CONTACT SUSTAINED ROAD RASH AND INJURIES TO THE LEFT WRIST AND HAND. A POLICE REPORT WAS FILED OF THE INCIDENT. THE VEHICLE WAS DESTROYED AND TOWED TO A SALVAGE FACILITY. THE VEHICLE HAD BEEN INCLUDED IN NHTSA CAMPAIGN ID NUMBER: 07V336000 (VEHICLE SPEED CONTROL) HOWEVER, THE FAILURE OCCURRED BEFORE THE RECALL REMEDY COULD BE PERFORMED. THE MANUFACTURER WAS NOT NOTIFIED OF THE DEFECT. THE APPROXIMATE FAILURE MILEAGE WAS 156,800.

THE CONTACT DEPRESSED THE BRAKE PEDAL, BUT THE VEHICLE WOULD NOT STOP AND THE RMPS WOULD INCREASE TO 3,500. THE CONTACT PLACED THE VEHICLE IN NEUTRAL BUT THE RPMS WOULD CONTINUOUSLY INCREASE. THE CONTACT TURNED THE VEHICLE OFF AND RESTARTED NUMEROUS TIMES, BUT THE RPMS WOULD CONTINUE TO INCREASE AT 3500. THE VEHICLE WAS ALLOWED TO RUN IDLE FOR THIRTY MINUTES BEFORE RESUMING NORMAL OPERATION. THE FAILURE AND THE CURRENT MILEAGE WAS 41,000. LATER, THE CONTACT'S VIN WAS ADDED TO THE RECALL AND HE RECEIVED NOTIFICATION BUT THE CONTACT WAS UNDER THE IMPRESSION THAT THE LETTER PERTAINED TO A DIFFERENT VEHICLE HE OWNED. FORDS RECALL ON THE DEFECTIVE CRUISE CONTROL SWITCH IS A SCAM IN MY OPINION. I RECEIVED A RECALL NOTICE IN, I BELIEVE IT WAS OCTOBER 2007. THE LOCAL DEALER UNPLUGGED THE CRUISE CONTROL AND SAID THAT THEY WOULD MAKE REPAIRS WHEN THE PARTS BECAME AVAILABLE. THE REPAIR IS TO PUT A FUSE IN LINE WITH THE SWITCH. THIS, IN NO WAY, REPAIRS THE DEFECTIVE PART. THE ADDITION OF A FUSE, AS RELATED TO ME BY THE DEALER, HAS NOW ALSO BEEN RECALLED. THAT IS A MUTE POINT BECAUSE FORD HAS NOT YET BEEN ABLE TO SUPPLY THE PART/FUSE. TODAY IS THE 28TH OF FEBRUARY 2008. I HAVE BEEN WAITING, AND UNABLE TO USE MY CRUISE CONTROL SINCE THE DEALER DISCONNECTED IT IN OCTOBER OF 2007. I HAVE LEARNED THAT THERE IS A REPLACEMENT PART AVAILABLE THAT FORD IS INSTALLING IN SOME VEHICLES. THE LOCAL DEALER TELLS ME THAT MY 2001 EXPLORER SPORTAC IS NOT INCLUDED. I WAS TOLD THAT I COULD REPLACE THE PART MYSELF BUT FORD WOULD NOT INSTALL IT UNDER THE RECALL FOR NO CHARGE EVEN IF I PAID FOR THE PART. THE PART # IS SW-6350 THE LOCAL DEALER HAS 21 OF THESE SWITCHES IN STOCK TODAY. BECAUSE FORD HAS NOT ALLOWED THE USE OF THIS PART IN ITS RECALL, WE THE CONSUMERS ARE LEFT IN A POSITION OF EITHER NOT USING SOMETHING WE PAID FOR OR RISKING A FIRE. WHEN I GOT THERE DONALD REED SERVICE ADVISOR INFORMED ME THEY WERE OUT OF THE PARTS AND HAD BEEN FOR SEVERAL DAYS. HE AT LEAST DISCONNECTED THE WIRES TO THE SPEED CONTROL. 2001 EXPLORER SPORT CUT OFF FOUR TIMES AFTER I STARTED IT. AFTER GETTING IT TO START, THE VEHICLE WOULDN'T ACCELERATE ANY FASTER THAN 20 MPH, THEN IT WOULD SLOW DOWN TO ALMOST A COMPLETE STOP (IN TRAFFIC!). THE ACCELERATOR WAS EXTREMELY RESISTANT TO THE TOUCH. I TOOK IT TO CAPITAL FORD IN RALEIGH, NC AND INFORMED THEM I THOUGHT IT WAS THE CRUISE CONTROL CABLE (DETERMINED THIS FROM RESEARCH). I WAS TOLD IT WAS THE IDLE AIR CONTROL VALVE AND THERE WAS NOTHING WRONG WITH THE CRUISE CONTROL. FOUR DAYS WENT BY AND THE CRUISE CONTROL STOPPED WORKING ALTOGETHER. I TOOK THE VEHICLE BACK TO CAPITAL FORD TO BE TOLD IT WAS THE CRUISE CONTROL CABLE. I INFORMED THEM THIS WAS AN ON-GOING ISSUE WITH THIS MAKE/MODEL AND THE 2001 EXPLORER SPORT HAD BEEN RECALLED TO HAVE THIS PART FIXED. THE STAFF AT CAPITAL FORD SAID FORD HAD NOT ANNOUNCED A RECALL AND THAT THE INFORMATION I GATHERED WAS JUST A "SITE'S" OPINION. I NEED TO KNOW IF, IN FACT, THIS PART HAS BEEN RECALLED AND IF I HAVE A CLAIM AGAINST FORD TO HAVE IT REPAIRED/REPLACED AT THEIR COST. THANK YOU FOR YOUR HELP IN THIS MATTER. IT HAS BEEN VERY FRUSTRATING DEALING WITH CAPITAL FORD ON THIS ISSUE. I'VE SPENT $689.70 ONLY TO BE TOLD I'LL NOW HAVE TO SPEND ANOTHER $100 (+) TO FIX WHAT I TOOK THE VEHICLE IN FOR TO REPAIR IN THE FIRST PLACE. *NM
