Your back middle seat belt is stuck and won't release, which prevents you from folding up the right rear seat or using either the middle or right rear seats. The seat belt mechanism is mechanically locked in the deployed position and cannot be retracted. This issue will require the seat belt assembly or its locking mechanism to be inspected and repaired by a technician.
