Your seat belt doesn't adjust low enough and drapes across your neck instead of your collar bone, even after moving the side panel adjuster to its lowest point. Adjusting your seat height and steering wheel position doesn't resolve the issue. A neck-level seat belt may be a safety concern that could require the seat belt anchor point to be repositioned or the adjustment mechanism redesigned.
