Your truck bed is developing rust that's starting from the bottom and working its way up, even though the truck has low mileage (38,794 miles), is usually garaged, and has had a bed cap on it. You notified Toyota about this in November 2016, and while a dealer examined it, they won't cover it under warranty. Addressing this will likely involve rust removal and protective coating or replacement of affected bed panels.
