Your liftgate's outside handle has a sticky, tar-like material covering the electronic release switch, and the rubber boot protecting the switch has melted. This makes it very difficult to open the rear liftgate, and the sticky residue is hard to clean off your hands. Fixing this will likely require replacing the liftgate handle assembly or the electronic switch component.
