ELECTRICAL SYSTEM:IGNITION

General Motors LLC (GM) is recalling certain model year 2011-2013 Volt vehicles manufactured August 25, 2010, to June 26, 2013. If the driver exits the vehicle without turning off the electrical system, the battery may drain low enough that the gasoline engine will automatically start itself to recharge the electric battery.

Fix: GM will notify owners, and dealers will update the engine management software to limit the time that the stationary vehicle can be left in the ON position, free of charge. The recall began April 15, 2015. Owners may contact Chevrolet customer service at 1-800-222-1020. GM's number for this recall is 14617.

Your passenger-side airbag is malfunctioning — it turns on and off repeatedly every 2-3 minutes when someone sits in the passenger seat, and stays on continuously when the seat is empty. This causes a service airbag warning light to appear. This is a safety concern because if a crash occurs while the airbag is in the off cycle, the passenger may not be protected.

While driving on the freeway at 60 mph in Normal mode with 8-9 miles of battery remaining, your car displayed a "Propulsion Power is Reduced" warning light. I was driving my plugin hybrid Volt on a highway when the engine stalled and the engine light turned on. I tap the throttle a few times to get it to stay on. It worked, but I had to continue to tap the throttle to keep it going. It also revved up sharply when it was in low gear. The vehicle was out of battery, so it was as running on engine.

I received a notification on the dashboard that the engine is not in service and propulsion has been reduced. The car is available for inspection upon request. The safety and myself has been deeply compromised because the issues cause the car to suddenly not accelerate without warning. The issue happened to me on a freeway and could have caused an accident due to the engine and propulsion systems stop functioning without warning. The vehicle has been inspected. There were no warnings on why the car was doing what it was doing. The only warning I received was that the engine and propulsion system has now stopped functioning.

I arrived at the charging station and plugged the charging handle into the charge port. At this time an audible shorting sound was heard coming from inside the handle followed by a burst of flames and white smoke. This flame immediately went out and the smoke subsided slightly before building back up and darkening. By the time that the fire department arrived, the car's engine had caught fire resulting in a total loss. Additionally, the charging handle of the station had melted, alongside the side mirror of a neighboring vehicle. It appears that there was a failure to detect the initial fault or at least a lack of protections for shorts. The parts are no longer available upon inspection, unless you have contact with the EVSE manufacturer, ChargePoint. My safety was put directly at risk. The charging handle shorted in my hand. In the unlucky case that the short made contact with me, I likely would've died on the spot or been at risk of burns from the subsequent fire. Additionally, should I have been in the car, I noticed when trying to get pictures of the inside, that the doors had remained locked. The problem cannot be reproduced because the car is burnt. The car has been inspected by insurance representatives alongside the look over by firefighters and police officers on site during the fire. There were no issues inside the vehicle hinting to any problem. I had used the charging station next to this one consistently each day going into work with no problems. When I arrived, the car which is usually parked at this problem charger was in the spot I usually used, which caused me to use this problem charger. While the exact cause is somewhat unknown, the initial perception by fire fighters, police, and myself were that the fire was due to the EVSE handle shorting out. The evidence for this is the location of the fire damage external to the vehicle and the melted handle. Chargepoint disagrees but does not state an alternative possible cause.

The contact owns a 2013 Chevrolet Volt. The contact stated that the electric battery would not charge and the vehicle was towed to the local dealer who diagnosed that the 12v battery was faulty and needed to be replaced. The 12v battery was replaced and the failure was remedied. The contact stated that later while driving the central battery pack located under the center console had overheated causing a loud noise within the cabin of the vehicle. The contact had sustained a burn to the right shoulder which did not require medical treatment. After parking in the garage and shutting the vehicle off the vehicle rolled backward making contact to the with the garage door. No damage to the garage door was reported. The manufacturer was notified of the failure. The contact was informed that the vehicle was not included in the NHTSA Campaign Number 18V397000(HYBRID PROPULSION SYSTEM). The contact indicated that the vehicle had experienced the same failure listed in the recall. The failure mileage was unknown.

The High Voltage charging system error message has chronically been triggered despite numerous mechanic visits, sensor and coolant replacement. I am now told this is a software issue and hope to have it resolved. This issue has cost hundreds of dollars in inspection and troubleshooting and hundreds of gas miles that should have been EV driven. The error prevents EV charges and I must rely on the gas back up.

The car keeps getting a false error code that does not allow the charging of the electric battery, this has also prevented me from completing a smog check. Was brought to the dealers attention that the error is being caused by an issue with the software and was told it was the sensor in the coolant reservoir. Was forced to change that part and still have the same issue as it was not the part the dealer indicated. This seems to be a too common problem with the Chevy VOLT as many other owners have reported the same issue.

THIS ISSUE HAPPENS WHEN THE VEHICLE TRANSITIONS FROM ELECTRIC FUEL TO GASOLINE, WHEN THE ELECTRIC FUEL IS DEPLETED. CHEVY REFUSES TO REPAIR OR WARRANTY THE VEHICLE, ALSO THE DEALER REFUSES TO COMPLETE THE NECESSARY RECALLS ON THE VEHICLE. THE VEHICLE DOES NOT RETURN TO NORMAL UNTIL YOU TURN THE VEHICLE ON AND OFF MULTIPLE TIMES.

THE DEALER FIX WAS PREFORM GM SERVICE BULLETING. NEXT WEEK STILL NOT FULLY CHARGING. WAS TOLD TO DRIVE CAR SO THE BATTERY CAN LEARN MY DRIVING HABITS. STILL NOT CHARGING. ON 16 OCT SAME PROBLEM AND WOULD NOT DRIVE. NOW THE BATTERY 8 YEAR WARRANTY HAS RAN OUT. NEW FIX IS $5300 BATTERY REBUILD AND I SAY THEY NEVER FIXED THE ORIGINAL PROBLEM. CAR HAS 85 THOUSAND MILES AND WILL NOT DRIVE.

THE VEHICLE WAS NOT REPAIRED. THE MANUFACTURER WAS NOT MADE AWARE OF THE FAILURE. THE FAILURE MILEAGE WAS APPROXIMATELY 53,000.

ENGINE WAS REVVING VERY HIGH AND ALMOST NO ACCELERATION WAS AVAILABLE. I MADE IT HOME AND CAR WOULDN'T RESTART. 12V BATTERY WAS DEAD SO I REPLACED IT BUT STILL COULD NOT START THE CAR.

I WAS DRIVING MY 2013 CHEVROLET VOLT AND I RECEIVED A LOSS OF PROPULSION MESSAGE ON MY DASHBOARD AND IMMEDIATELY FOLLOWED BY A CHECK ENGINE LIGHT. MY CAR SHUT DOWN AND SLOWED DOWN ON THE FREEWAY AS I WAS DRIVING. IT WAS VERY DANGEROUS BECAUSE IT WAS ALSO DARK. I WAS ABLE TO GLIDE TO EXIT THE FREEWAY. MY CAR CAME TO A COMPLETE STOP IN THE EXIT LANE OF THE FREEWAY. I PRESSED THE POWER BUTTON TO TURN OFF THE CAR AND THEN I WAITED ABOUT 30 SECONDS AND I TURNED THE POWER BUTTON BACK ON AND THE CAR CAME ON AS ONLY POWER MODE. I WAS ABLE TO MOVE THE CAR VERY SLOWLY SOMEWHERE MORE SAFE. I CALLED TOW TRUCK AND I TOWED IT TO DEALERSHIP. THE VOLT WAS STILL ABLE TO MOVE SLOWLY UP THE TOW TRUCK AND WHEN I ARRIVED AT THE DEALERSHIP, IT WAS STILL ABLE TO MOVE SLOWLY TO THE ENTRANCE OF THE SERVICE STATION. CHECK ENGINE LIGHT WAS ON, BUT LOSS OF PROPULSION LIGHT WAS GONE. SERVICE ADVISORS TOLD ME THEY WOULD FIX MY CAR AS IT WAS COVERED UNDER THE RECALL EVEN THOUGH MY CAR WAS SALVAGED. THE ESTIMATE WAS $145. LATER ON THEY CALLED ME THAT MY CAR HAD 8 CHECK ENGINE LIGHTS ON AND THAT I NEEDED A TRANSMISSION BECAUSE THEIR WAS A WHINING SOUND AND ALSO LOSS OF PROPULSION STILL ON. I WENT TO GO LOOK AT MY CAR A COUPLE DAYS LATER AFTER I FILLED A COMPLAINT WITH GM HEADQUARTERS BECAUSE THIS SHOULD BE COVERED UNDER THE RECALL. WHEN I WENT TO GO CHECK OUT MY VEHICLE, IT WAS IN A WORSE CONDITION THEN WHEN I DROPPED IT OFF. MY CAR WOULD NOT EVEN TURN ON. WHEN I PUSHED THE POWER BUTTON, IT WOULD SAY ENGINE NOT AVAILABLE AND IT WOULD ALSO SAY LOSS OF PROPULSION AND CHECK ENGINE LIGHT STILL ON. I WAS NOT ABLE TO MOVE MY CAR AND THE BATTERY STILL HAD 8 MILES LEFT. IT WAS WEIRD AS TO WHY MY CAR IS GETTING WORSE WHILE BEING IN THE DEALER. DEALER TOLD ME THEY ARE DONE WITH THE UPDATE AND IN ORDER TO DIAGNOSE THE VEHICLE, I HAVE TO PAY $430 AND MORE THAN LIKELY THOUSANDS OF DOLLAR TO FIX IT.

I DOUBT THAT THE ACCIDENT INFLUENCED ANY OF THESE PROBLEMS. THE CAR PERFORMED FLAWLESSLY FOR 10,000 AFTER I BOUGHT IT (EXCEPT FOR THE 12 VOLT BATTERY).

NO SIGNAL AT FUSE BLOCK FOR RAP RELAY. ALL ELECTRICAL PORTS WERE NON-FUNCTIONAL AND TOT HE LEFT OF THE STEERING WHEEL ON THE DASH, THERE WAS A FREQUENT CLICKING OF THE RELAY SWITCH CLICKING ON AND OFF. WHILE DRIVING I EXPERIENCED A PUNCTURE IN THE PASSENGER REAR TIRE RESULTING IN RAPID DEFLATING OF THE TIRE. AS I WAS AT THE APEX OF A BRIDGE, I SLOWED AND WAS ABLE TO GET OFF THE BRIDGE TO THE SHOULDER (BRIDGE HAS NO SAFETY LANE OR SHOULDER) BEFORE THE TIRE WAS COMPLETELY FLAT. IN THE DRIZZLING RAIN I REMEMBERED THAT I DIDN'T HAVE A SPARE OR A DOUGHNUT, BUT AN EMERGENCY TIRE REPAIR INFLATOR. THAT DIDN'T WORK AS IT NEEDED POWER FROM ANY OF THE NON-FUNCTIONING PORTS. TRYING TO INFLATE THE TIRE IS WHEN I DISCOVERED THE NON-FUNCTIONING PORTS AND THE CLICKING NOISE HAD STARTED SHORTLY BEFORE. I HAD THE CAR TOWED TO THE DEALERSHIP FOR REPAIRS.

I CALLED GM THRU ON STAR AND WAS TOLD THAT I HAD A CATASTROPHIC ERROR AND NEEDED TO GET MY CAR INTO REPAIR WITH 24 HOURS. WITH ONLY 6 MILES LEFT ON THE BATTERY, I TOLD THE GM REP THAT I BETTER GET THE CAR TO A CHEVY DEALER. I IMMEDIATELY DROVE TO THE DEALERSHIP IN CULVER CITY. THE MINUTE I PULLED INTO THE DRIVEWAY OF THE DEALERSHIP, MY CAR STOPPED AND WOULD NOT RESTART. THIS COULD HAVE BEEN A DISASTER IF THE CAR HAD STOPPED IN THE CARPOOL LANE. I HAVE READ OF OTHER COMPLAINTS ON GOOGLE AND YAHOO. I WAS TOLD BY THE DEALERSHIP THAT THEY WERE GOING TO REPLACE THE ENGINE MODULE, WHICH THEY SAID WOULD TAKE 8 HOURS TO REPAIR, BUT WHEN I PICKED UP THE CAR, THEY ONLY REPLACED THE TRANSMISSION MODULE. SINCE THE INCIDENT, I ONLY GET A FULL CHARGE OF 32 TO 34 MILES, WHERE BEFORE THE INCIDENT I WAS GETTING A FULL CHARGE OF 42 TO 44 MILES PER CHARGE. CHEVY VOLT IS AN EXTENDED RANGE ELECTRIC VEHICLE, IT USES A GAS POWERED GENERATOR TO PROVIDE ELECTRIC POWER FOR DRIVING IF THE BATTERY HAS DROPPED BELOW A CERTAIN VOLTAGE. I PARKED MY VEHICLE IN MY GARAGE AT HOME AND NEGLECTED TO POWER DOWN THE ELECTRIC SYSTEMS IN THE VEHICLE. THERE IS A BLUE POWER BUTTON ON THE CENTER CONSOLE, IF YOU DO NOT PRESS THIS BUTTON VERY DELIBERATELY THE SYSTEM DOES NOT POWER DOWN. THIS IS NOT READILY APPARENT SINCE THE CENTER CONSOLE STAYS LIT EVEN WHEN POWERED DOWN. I OPENED THE CHARGE PORT AND PLUGGED THE VEHICLE IN. IF THE VEHICLE IS POWERED DOWN THE CAR WILL GIVE AN AUDIBLE BEEP AND THE CHARGE LIGHT WILL GO FROM ORANGE TO GREEN AFTER A PERIOD OF ABOUT 4-5 SECONDS. IF THE VEHICLE IS NOT POWERED DOWN THE LIGHT STAYS ORANGE AND NO WARNING IS GIVEN TO THE OPERATOR. I LEFT THE VEHICLE, I HAD THE REMOTE WITH ME. THE FOLLOWING MORNING MY WIFE DISCOVERED THE CAR IN THE GARAGE WITH THE GENERATOR RUNNING AT VERY HIGH RPM'S THE TEMPERATURE IN THE GARAGE WAS VERY HOT, THE DOOR HANDLE TO THE GARAGE WAS HOT TO THE TOUCH. THE CAR USED ALMOST ALL OF IT'S GASOLINE SUPPLY, ABOUT 10 GALLONS, THAT EQUATES TO ABOUT 190 POUNDS OF CO2 PRODUCED IN MY HOME. I BACKED THE CAR OUT OF THE GARAGE, THE CONCRETE UNDERNEATH THE CAR WAS TOO HOT TO TOUCH AND STILL WARM 10 HOURS LATER. THE CAR WAS TOWED TO MY LOCAL CHEVROLET DEALER, THEY REPAIRED THE HEAT DAMAGE AND RETURNED THE CAR TO ME. I HAVE SINCE TESTED THIS SAME SCENARIO AND THE VEHICLE WILL START ITS GAS POWERED GENERATOR IF LEFT POWERED ON. NO GAS MOTOR IS RUNNING WHEN VEHICLE IS PARKED, IT IS OPERATING ON ITS BATTERY SYSTEM. THE CAR'S ELECTRICAL / SOFTWARE ISSUES CAUSED (1) ALL OF THE WINDOWS TO ROLL DOWN IN UNISON (IN FOR REPAIR 3 TIMES TO FIX THIS ONE), (2) CAUSED THE CAR TO NOT RECOGNIZE THAT IT WAS IN "PARK", THUS NOT SHUTTING OFF, AND (3) CAUSED THE CAR TO LOSE POWER WITHOUT TOUCHING ANY OF THE BUTTONS ON THE CONSOLE (I.E. THE "DRIVE" BUTTON OR THE "POWER" BUTTON). THE LATEST INCIDENT OCCURRED LAST FRIDAY (AUGUST 1, 2014) WHEN THE CAR JUST LOST POWER WHILE I WAS DRIVING AT 65 MPH ON I-85 NORTH AT AROUND 4:00PM. I HAD TO GET OVER FROM 4 LANES OF TRAFFIC WITH NO POWER AT ALL IN THE CAR AND LUCKILY DID SO WITHOUT INCIDENT. ONSTAR'S DIAGNOSTICS SHOWED THAT THE ELECTRICAL SYSTEM, BRAKING SYSTEM, ENGINE, AND OTHER PARTS OF THE CAR SHOWED THE CAR NEEDED IMMEDIATE ATTENTION. I PUT THE CAR IN PARK AND WHILE STILL WITH ONSTAR THE DASHBOARD LIT UP AND THE POWER BUTTON LIT UP TOO. I HIT THE POWER BUTTON AND DROVE STRAIGHT TO THE RICK HENDRICK CHEVY DEALERSHIP IN DULUTH. WHEN I WENT TO PICK THE CAR UP LATER SATURDAY MORNING, I WAS TOLD THAT THERE'S NOTHING THEY CAR DO BECAUSE THEY CAN'T RECREATE THE PROBLEM. THEY HAVE REFLASHED VARIOUS ECUS, BUT AT THE END OF THE DAY CANNOT "RECREATE" THE PROBLEMS AND CANNOT FIX THEM. SO THEY JUST WIPE THEIR HANDS CLEAN OF THESE ISSUES AND ACT LIKE THEY DON'T EXIST. THANK GOD THERE WAS NOBODY AROUND OR CLOSE TO ME AND THANKFULLY THERE WAS JUST ENOUGH AMBIENT LIGHT FROM THE MOON TO SEE WHERE I WAS. I HIT THE POWER BUTTON TO TRY TURNING IT BACK ON, NOTHING. LUCKILY THE HAZARD SWITCH REMAINED LIT AND I WAS ABLE TO TURN MY HAZARDS ON. I HAD TO STOP ON THE SIDE OF THE ROAD, PUT IT BACK INTO PARK AND HIT POWER. I REALIZE I HIT THE WRONG BUTTON BUT WHY SHOULD SUCH AN EASY MISTAKE ALMOST CAUSE A FATALITY. IF NOT FOR THE MOON I MIGHT HAVE DROVE OFF THE ROAD AND INTO A TELEPHONE POLE. I WOULD HIGHLY RECOMMEND THEY MOVE THE POWER BUTTON TO THE STEERING COLUMN, SIMILAR TO WHERE A KEY WOULD BE LOCATED. FOR GODS SAKE, DON'T PUT A MULTIPLE CLICK BUTTON NEXT TO ANOTHER MULTIPLE CLICK BUTTON THAT HAS SUCH SIGNIFICANCE IN THE OUTCOME OF YOUR LIFE.
